    Ownership rules stand, Clement says

    Industry Minister Tony Clement went to great lengths Friday to make it clear that his decision to permit Globalive Wireless Management Corp.’s entry into the cellphone market, overruling the government’s telecommunications regulator, shouldn’t be interpreted as a wholesale change to foreign-ownership rules.
