    U.S. Census Bureau: 2011 A Year of Successes and Anticipating 2012

    In 2011, the Commerce Department's U.S. Census Bureau continued to provide quality statistics to governments and businesses to inform the decisions that affect everyone’s lives. These statistics touch every aspect of Americans’ lives–health, crime, income, education, labor force participation, housing conditions, consumer expenditures and a host of others.While we have plenty to be proud of, here we highlight some of this year’s big successes.Innovating Efficiencies:The Census Bureau is building on the $1.9 billion in savings from the 2010 Census last year by looking for ways to innovate, become more efficient and to save money. The Improving Operational Efficiencies program has generated thousands of ideas from staff, including saving $24 million over a five-year period alone by consolidating IT storage and establishing an enterprise storage area network. We've also worked to streamline our regional office structure. By realigning the field infrastructure, the Census Bureau is saving taxpayer money and keeping pace with current developments in survey work worldwide. The restructuring is projected to result in $15 to $18 million in annual savings to the Federal government commencing in FY 2014. The Census Bureau is striving to be a responsible steward of taxpayer money and, like many in the current economic climate, is committed to the basic premise of doing more with less.Delivering 2010 Census Products and ACS Data:The Census Bureau has delivered its many 2010 Census and American Community Survey data products on time and on budget, including the statistics used by states in their redistricting and providing valuable local insights that paint a portrait of America. The ACS provides the most timely estimates available for thousands of small places and population groups on key social and economic attributes. For many of these places and groups, these are the only detailed socioeconomic characteristics available. In the Fall of 2011 the Census Bureau produced detailed statistics for over 700,000 distinct geographic areas, permitting local governments and businesses to make the case to new employers about the value of building new job producing activities in their locales. Feeding the Nation's Appetite for Data Here at the Census Bureau, we know that our users want more statistical information; they want it in a more timely fashion; they want it on smaller geographic areas and subpopulations. So we're supplementing our talent in small area estimation, hopefully increasing the breadth of our estimates in many programs. We're redesigning the way that users can access our statistical information on the Web. We want everybody to be able to access our estimates on the Web using any device they happen to use. We are building new statistical products by combining multiple data sets behind our firewalls. We are investing in visualization tools to widen the audience of our statistical information. We will extract more information from the same data sources by increasing our analysis of the data we collect.This coming year we will see more with our Web transformation and with new tools like the economic indicator dashboard and the county business and demographics map. We will also be gearing up for the Economic Census, and working hard to increase access to our data and participation in our surveys so we can continue to provide quality statistics about the nation's people, places and economy.

    • Tapping Experts to Improve Federal Statistics: The Federal Economic Statistics Advisory Committee

      Guest blog by Robert Groves, Director, U.S. Census Bureau.Major economic statistics tell us fundamental facts about the state of the economy – where we have been and how we are doing.  They allow citizens, businesses, and governments to assess how things are going.  Examples of such statistics include Gross Domestic Product (GDP), produced by the U.S. Bureau of Economic Analysis (BEA); U.S. international trade in goods and services, produced by the U.S. Census Bureau; and the consumer and producer price indexes, produced by the U.S. Bureau of Labor Statistics (BLS).  While each example statistic is issued by only one statistical agency, some – such as GDP - hit the statistical “trifecta” because they are built from data from all three agencies. Keeping those statistics up-to-date and relevant to an ever-changing economy is central to the credibility of statistical organizations such as the Census Bureau, BEA, and BLS.  It is also a significant challenge for the agencies. We use many tactics and strategies to make sure our data are current and relevant.  Getting good advice from experts in relevant fields, through advisory committees, is one of those strategies.  Hearing about both the strengths and weaknesses of our data in an open and public setting is essential to improving our data and maintaining their credibility. I am excited that we get advice from the Federal Economic Statistics Advisory Committee (FESAC).  FESAC advises the heads of the Census Bureau and BEA – both in the Department of Commerce – as well as the Department of Labor’s BLS. FESAC’s mission -- to recommend research to address important technical problems -- aims at improving exactly complex economic statistics relying on data from not just one, but two or three of these agencies. 

    • U.S. Census Bureau Releases National and State Populations from 2010 Census

      Today, the U.S. Census Bureau released their initial data from the 2010 Census. The nationwide population as of April 1, 2010 was 308,745,538. Secretary Locke also announced a final 2010 Census savings of $1.87 billion.

    • Commerce Employees Saving Taxpayer Money

      Secretary Bryson and Acting Deputy Secretary Blank have recognized three Commerce teams that are improving customer service and saving taxpayer money.  Teams from the Bureau of Economic Analysis (BEA), Census Bureau, and Department of Commerce Human Resources offices have received the Performance Excellence Award. The Performance Excellence Award is distributed to teams that support the Secretary’s vision of an evolving department and continuously improve service delivery to the American public. Bryson hopes to establish the department as a role model for other federal agencies. In an effort to go the extra mile, process improvement teams are examining the department’s infrastructure to identify and remove inefficiencies.  As a result, processes are streamlined to enhance the administration and delivery of services to customers. Although the sector is very diverse, it is definitely possible to improve service delivery through department-wide collaboration. Today, Bryson recognized three teams that have developed new processes to accelerate reduced costs and improve programs within their purview.

    • Acting Commerce Deputy Secretary Rebecca Blank Announces Computer Contract Expected to Save Taxpayers $20-25M

      As the President said when he launched the Campaign to Cut Waste in June 2011, “No amount of waste is acceptable, not when it’s your money. Just as families are living within their means, government should, too, so we can invest in the things that we know will create good jobs and grow the economy.” As part of those ongoing efforts to make government more accountable to the American people and cut wasteful spending, I am happy to report today that the Commerce Department has awarded a contract for computers that is expected to save taxpayers $20-25 million over the next five years. Through the contract with Intelligent Decisions Inc., we will reduce our cost for desktops and laptops by 40 percent. The contract leverages the large volume of computers that Commerce purchases each year and standardizes specifications to achieve significant cost reductions. Making wise spending decisions like this will enable Commerce to focus resources on its primary mission, which is supporting innovation, helping American businesses create jobs, and driving U.S. competitiveness around the world.Intelligent Decisions Inc., is a small business reseller offering products manufactured by Dell Inc. By awarding this contract to a small business, the Commerce Department will increase its small business participation for computer purchases by over thirty percent. Intelligent Decisions Inc.  will be providing valuable services to Commerce, including helping to better monitor its inventory of computers, improving delivery time, and loading custom images onto computers.

    • Commerce Veteran Hiring at 16-Year High

      Commerce is proud to announce that in the last year, veteran hiring reached a 16-year high, raising the total representation of veteran new hires to 12.5 percent. Two years ago, on November 9, 2009, President Barack Obama issued Executive Order 13518: Employment of Veterans in the Federal Government. This Executive order charged all Cabinet-level departments with establishing a Veterans Employment Office, developing an operational plan, and providing mandatory annual training to hiring managers and senior human resources practitioners on veterans preferences and special appointing authorities for veterans. In response to the President’s Executive Order, Commerce hired Sean Lenahan, former U.S. Coast Guard officer, as their Veterans Employment Program Manager to head the Veterans Employment Team and lead all Department-level veterans hiring initiatives. The Department’s Veterans Employment Team consists of members from the Census Bureau, the Patent and Trademark Office, the National Institute of Standards and Technology, and the National Oceanic and Atmospheric Administration “Our Veterans Employment Team has worked tirelessly to enhance employment opportunities for veterans throughout the Department,” said Bill Fleming, Director of Human Resources, Department of Commerce.  Mr. Fleming, a U.S. Army veteran, is one of the many veterans that hold key senior leadership positions within the Department.  Michael Phelps, Director, Office of the Budget, and Barry Berkowitz, Director, Office of Acquisition Management, are both highly decorated, retired officers of the U.S. Air Force.

    • Secretary Locke Delivers 2010 Census Counts, Announces Nearly $1.9 Billion in Savings

      U.S. Commerce Secretary Gary Locke joined Acting Deputy Secretary Rebecca Blank and Census Bureau Director Robert Groves at the National Press Club today to unveil the official 2010 Census population counts – 10 days before the statutory deadline of Dec. 31. The nationwide population as of April 1, 2010 was 308,745,538. Locke also announced a final 2010 Census savings of $1.87 billion.

    • U.S. Commerce Secretary John Bryson Delivers Remarks to Steel Manufacturers Association

      This afternoon, Commerce Secretary Bryson delivered keynote remarks at the Steel Manufacturers Association (SMA) 2012 Annual Members conference, where he discussed the importance of the steel industry and the Administration’s efforts to support U.S. manufacturers. As the Secretary said, this Administration understands the importance of supporting U.S. manufacturers. When President Obama came into office, the United States was at risk of losing over 1 million auto industry jobs. The ripple effect on the supply chain would have been devastating, potentially eroding the U.S. manufacturing base and driving the economy from a deep recession into depression. Instead, due to the President’s leadership, the auto industry survived and is now thriving, adding more than 200,000 jobs over the last two-and-a-half years. There is an inextricable link between America’s ability to produce and America’s ability to innovate, compete and create jobs. Manufacturing is responsible for 70 percent of U.S. private sector R&D, 90 percent of patents, and 60 percent of our exports. In addition, the Commerce Department released a report just last week showing that manufacturing workers earn pay and benefits about 17 percent higher than other workers.
