    Sept. 8 (Bloomberg) -- Paul Donovan, deputy head of global economics at UBS AG, discusses the outlook for European Central Bank President Jean-Claude Trichet's remarks today and interest rates. Donovan, speaking with Linzie Janis on Bloomberg Television's "First Look," also talks about Bank of England monetary policy, Italian debt and the need for a fiscal confederation in the euro zone.
