The unemployment rate was 22.85% in the fourth quarter of 2011, but they are no strangers to the phenomenon, because unemployment is still below the high reached less than 20 years ago. Unemployment has never been better than 8% since 1987, and that includes the period during which the Spanish housing bubble was at its peak.
