Ltd., a major petrochemical and refining firm, will each own half of the partnership, which envisions transporting both liquefied petroleum gas and liquefied natural gas overseas.

      North American oil and gas capital spending will grow at the slowest pace in the world compared to other regions, according to a Barclays Capital Inc. report published Tuesday. Canadian exploration and production expenditures will eke out growth of 0.6% to reach US$44.7-billion in 2013, compared to the estimated US$44.43-billion being spent this year, according to the bank’s survey of 92 Canadian companies.
